According to this video, you can program a universal remote control to the code 9-1-1 and that allows you to change traffic lights. Traffic lights are set up with sensors to allow emergency vehicles through, this supposedly lets you trick the light into thinking you are an emergency vehicle. Now this is 100% illegal to do, and I read a story a while back about a guy in Florida who got caught. He was using it on every light along his commute, everyday. Eventually authorities got wise to this and set up a sting along his route and busted him.
